This term is currently in a strange place, where any anime girls who have flat chest are regarded by the community as "loli", regardless of perceived age or maturity. This results in anyone who likes flat chests being called a lolicon, who are increasingly being thought of as pedophiles. Due to this new popular perception, use this phrase at your peril.
