When you are joking around giving one of your friends that's a girl a hard time. It's the female version of busting your balls, but since it's a girl your reference is to her vagina instead of testicles.
Kathy was getting pretty aggravated with me razzing her about her outfit. I told her, "relax Kathy, I'm just busting your lips you Thelma from Scooby-Doo looking closet feminist looking carpet muncher!"
