when you have drank so many beers, that you can't even swing a golf club, without doing major damage to yourself or those around you, so your only other option is to just stay in the cart and drink water. Now your team has to play without your miserable ass. This usually occurs in team play or scrammbles.
The only thing Billy carded was a Busch League Powerplay for the day. After the turn he drank 2 beers a hole. Now because he is a dumbass, his team has play with 3 people and the rest of the teams have 4 deep.

Busch League comes from the term lame or cheap

Powerplay comes from the hockey term when the other team has more players than the other.
