A street gang in the Western Park, a neighborhood in Oak Cliff. They are called Blocc Hoovas because of their sets names, i.e, 23 Hoovas, 45 Hoovas, 46 Hoovas and other numbers. The numbers are the first numbers of their blocks like 4500 Block, Bridle Wood Drive or 2300 Block, Western Oaks Drive.
