To simply put it is a white person biologically "white" trying to change into black person usually it's people who found out there a "%" of a race

Example: Jayvin found out on ancestry.com he is 20% black so he is acting "black" aka a black light

A sale on items at K-Mart that are stained after employees had sex on or near them on 3rd shift when the store is closed. A twist on the "blue light special" they had at K-mart in the 1980's and shining a black light to find semen stains. A Black Light Special in aisle #2 may denote that it was anal sex.

Black Light Kids 

Think of a Scene kid making babies with a Kandi Kids. They dress brightly, wearing many beaded necklaces and bracelets. Wearing weird, random things -- goggles, ect. Nothing about them is subtle -- big hair, makeup, everything. Many things they wear will shine brightly under UV.
Now, where'd the differences between your average teen who dresses up?
They do it everyday, and they make it look good.
