Being non shalant, and/or attired in urban camouflage.referring to the dark shades known known as loc's. Means being up to no-good while looking inconspicuous.
"We some loc'd out niggas. Set tripping, 'n banging."

To be Loc’d out is to feel better than normal, above. Some examples are,

1. Being faded.

2. Big chillin.

Shackteâu

A Shackteau is a humble, weather-beaten, structurally questionable shelter located in a spectacular or highly coveted place—Wales, Jackson Hole, Sun Valley, Crested Butte, coastal Maine, the Alps—where the building itself may be worth almost nothing, but the dirt, view, access, and mythology make it absurdly valuable.
