The Dota 2 version of the twitch.tv emoticon Kappa, which looks like the Dota 2 hero Meepo. It is a Kappa with Meepo ears and a straw in its mouth. People often misstake it for a cat Kappa or a teemo Kappa, but its not.

A system of government which is run by the worst, least qualified, and most unscrupulous citizens who exploit natural resources and people, and steal for personal financial or political gain.

Some call our current administration a Kleptocracy, others call it a Kakistocracy, I say it's a Kleptokakistocracy
