"Garjiy" can be used both as a noun and as an adjective.
Definitions:
Noun: A rude person, an asshole person, a dislikable person
Adjective: shitty (as in: a shitty person, a shitty action) or rude

"That garjiy just stole my money!"
"You really shouldn't be dating someone as garjiy as her..."
