A state of being. Synonymous for "fucked up" or "messed up"
Usually exclaimed in reference to being high, but also applies to one's feelings or opinion toward a situation.

I've had a really stressful week. I need to get done up tonight.
Yo, you were really done up at the kickback last weekend.
People have been really done up over the changes made to the housing policy lately.
