Choggie 

A low ranking person within an organizational structure who takes every opportunity to insist on adherence to procedure in lieu of actual power. An unknown person deep in a bureaucracy who will or should have done something. A person within an organizational structure with whom we don’t know or care about. Military in derivation.

That choggie made me fill out a form to get my boots replaced.

Well I guess it’s up to that choggie to forward my TPS reports wherever.

And insult or slur for dutch people. Based of the wooden shoes called clogs that are a part of dutch culture. Originally an insult is now becoming a symbol of cultural identity for those with dutch heritage in the states
