^In here "I" is the one who's talking, and the parent is the talker's dad and mom. In this situation, the talker is implying that his parent is now paying attention to him more so he doesn't do something that they don't want to, and their eyes and ears will always be there for him.

Translation for the layperson: it is basically a clean version of "fuck off," sans profanity. It is unlikely that one would say this to another without a justified/specific reason to be pissed at them. Basically, one is ordering the other to not talk to them, or even come near them. Preferably get out of their sight altogether.
