This term got heavily popularised and joked about by the Japanese VTuber company: Hololive. The term refers to big breasts. And there are memes about boing boing and pettan and usually they’re making fun of a former Hololive VTuber Uriah Rushia because she is flat unlike most of the other members.

Woman: I have big boing boing sand you don’t!
Woman 2: SHUT UP IM NOT FLAT!!!
Woman: mine can be used as space hoppers!
