is a person man or woman, child or elder. Who is by nature, a goober, doofus, or dingus.

A chubby boy is keeping boyant atop a 'noodle floaty', in a swimming pool, licking an icecream cone whilst the waves of spuratic children jiggle him until he inevitably capsizes.
