Its when someone makes a long rambling or speech or some sort that is confusing or pointless, and mostly directed to themselves. It is most often a very trippy speech.

Useless, pathetic annoying talking donkeys

When Princess Fiona goes away to marry Lord Farquaad, then shrek gives up and walks away. Donkey tries to encourage Shrek to come back to her and Shrek goes on a tizzy with Donkey as a way of letting his suppressed anger and sadness out.

Shrek: I live alone! My swamp! Me! Understand? Nobody! Especially USELESS, PATHETIC ANNOYING TALKING DONKEYS!

Donkey: But shrek, i thought we were-

Shrek: Yeah, well you know what? You thought wrong.
