Similar to DITHERING, it means taking the middle road, refusing to take a real position on anything, and playing it safe with more talking, but no actions.

Being MID.

The Middling Middle Class, not quite sure how they feel about anything.
Middling bureaucrats, adding more bureaucracy but no solutions.
