in reference to the orange sweater wearing nerd who always solves the case in popular children's television programme scooby doo, this phrase refers to the act of ejaculation into a woman's eyes, for the desired effect that she is temporarily blinded, like when velma loses her glasses.

note: it is not vital, but it does help if the woman in question is a secretly hot geek.
