b) (my more modern, updated definition) : to be left with a self-induced alcohol/drug abuse problem and a non-existent sex life following an acrimonious break up

since getting professional psycho-social from a social worker costs a small fortune in Canada and the United States, it is no wonder that a lot of people will be left high and dry, according to both definition a) and b)
