A person or group of people whose actions indicate sufficient lack of planning, forethought, insight, aptitude, competence, or even just raw brain capacity. Clumped together the individual offences become indistinguishable, and the whole is referred to as a Duncethicket.

Like a clusterfuck, but lacking the disastrous consequences. Duncethickets are passive and quite immovable.
