A con-man husband who nickel and dimes his wife, requiring her to buy lots of stuff for him (typically money they don't have) in exchange for a minimal amount of unsatisfying sex. He also often keeps his wife secluded from the outside world in a cult-like fashion.

He's just in HP for comic relief. J.K. Rowling regrets his relationship with Hermione. I kinda feel bad for him.
