This statement is especially used when Gary does something that sets off a chain of events that could cause harm to the group. The softcore version was popularized in Parks and Recreation, as the gang often took jabs at Gary Gergich, better known as Jerry, Larry, Terry, Gary, Barry Gengurch Gergich. This statement is especially effective if the person's name isn't even Gary.
