Adjective. Literally referring to the high class area of town, Uptown can generally be used as a positive adjective in any situation.

An area of a city named Whittier. know for its decaying historic buildings, punk rockers, hardcore shows, crowds of poor youth panhandlers, rockabillys, cholos, trendy hipsters that ride fixed gear bikes, homeless, drug addicts, the mentally impared, and three large retirement homes.In short uptown whittier is the place to go in Whittier if you have no place to go or a car.
