A low level street criminal who believes they are more important than they are. They are usually addicted, dirty, unkempt and are of below average intelligence.

A variation on the word, cunt. It's someone who is obnoxious and acts like he or she knows everything. Derogatory term for both women and men. Less offensive then calling someone just a cunt.
