An imaginary place where a person is sent when their job is no longer deemed necessary. Rather than being made redundant they are given undefined low level tasks which are unimportant.

They disbanded John’s department and sent him to the rubber room.

Based on the kids in that room (in this case room nine) who never seemed to go up in grades, learn anything else, nor did they ever change rooms. IE The special needs children.
