The evil cousin of the Wet Willy and Dry William. A Sticky Bill is when an unsuspecting person has a finger coated in the sticky substance of your choosing inserted into their ear.

So Joe just gave Zach a Sticky Bill and I don't think Zach is ever going to talk to him again. This could be a #metoo moment.
