They bring the ghost riff back to Bb (semitone up from original key) and then proceed to decelerando and modulate down in half steps to a resolution on the F (the 4 of C where funky bitch starts) I thought it was pretty sweet.

Comes from the word Deceleration meaning slowing down.
(Decelerated) is used as an insult less specific to certain group of people and focused on the act or behavior of someone instead of the word "Retarded" since retarded meaning is seen as an adjective for disability which is insensitive.
