A completely bland, abrasive person.

Just like a deck outside a home. Usually unvarnished, raw, pale, ugly, hard, abrasive, dull and bland.

So if you call someone a "deck", you are saying they're bland, abrasive, boring.

Henry is such a fucking irritating deck. Fuck him.
