A 70’s baby is one who is born in the 70’s (1970-1979). A 70's kid is one who is born in the 60's (1960-1969).

If you were born in 1970-1979, you are a 70’s baby and 80’s kid. If you were born in 1980-1989, you are a 80’s baby and 90’s kid.
