A person who is perched in a basket woven from dead tree branches and interwoven with leaves symbolically camouflaging them in an attempt to hide above the normal view of a passer-by. The basket is most likely attached to some type of crane device disguised as a tree and hanging amidst a real tree for further disguise. A twigger's egregious intent is never good as they have the audacity to evoke the illusion their place in society is above and outside the laws of their society, with a glib attitude they pass judgement by spying on people illegally and pursue their own concocted illusion of judgement thereby committing far worse crimes than they imagine their victims allegedly committed. Twiggers are not responsible enough to possess the technologies they use to perpetrate heinous crimes they commit toward their victims. It is possible policing agencies are directly connected to this hidden group of self-proclaimed commandos of justice thereby sidestepping the civil rights of a free society.
