In history, this term was used by white supremacists to verbally degrade blacks because whites didn't see them as being part of the human race, so they named their "species" as such.
A normal person, like any productive member of society could be any race, even a lot black folk wouldn't fit the description, because we as humanity are less ignorant and have a more rational and logical society so we can finally see and realize that skin color is just genetics with pigment.

Let me elaborate on insecurity. Insecurity stems from a repressed feeling in the subconscious of a life threatening situation, so it's okay to feel insecure, but anyone can turn into a nigger if they are consumed by insecurity and don't know how to deal with it or refuse to deal with it, and a lot of times people adhere to the urges it creates within one's mind, and this unlocks the animal instinct within someone, and this goes back to what I said about how whites saw blacks as animal workers back in the 1700s.
Any race can be niggers too if they stoop down to what has been described above.
