I word commonly used in the hispanic american communities in the U.S primarily in southern California. From what we know it to be, it has nothing to do with the word fool. It is used in the substitute of a name and anybody can be called it i.e. your friend, foe, sister, brother, some random guy at a party, etc...

orgy sundae foo-fi

It’s where you fill a bunch of edible condoms with random colored whip cream. Than put them in buckets. Everyone wears revealing edible swimwear. Fun tease each other a bit. Than wildly throw the colored whip cream filled edible condoms at each other. Than let off edible confetti/sprinkles/ bombs. Afterwards shooting strawberry syrup, banana purée, and chocolate sauce filled water guns at each other. Lastly throwing sundae toppings, and balls of ice cream at each other.
