Saying, "No fines, summonses, or restraining orders" is a more entertaining way of informing others that there's nothing of value/interest in the mail, instead of merely saying, "Garbage... garbage... garbage..." as you systematically flip through one mail-piece after another before finally tossing da entire 0%!$@#!& stack in da recycle-bin.

After the application period is closed, HDB conducts a computer ballot to determine the queue position to book a flat. Once this queue is constructed, HDB invites applicants to book a flat. This exercise is followed by an assessment to determine whether to build the project or not. If HDB decides to go for the project, tenders are invited for the construction of the flats.
