Homeless usually means a person with no home to live in. In many cases the homeless is searching a nice warm place to stay in, especially if there are other people. In Bucharest campus life a homeless means a shithead dude who wanders around in girls' area of the campus and intrudes into random rooms. Often jerks who are prone to do that are named Orlando or Ionut.
