A person who's totally missing his partner (due to any reason, e.g. many miles of distance etc.).
No dearth of either horniness or willing members of the opposite sex ...
But a Volcel can only go with partner ... and is not just ready, but also happy to wait to be with partner (because time is best devoted to working to be with partner).

Can't get laid but wants to = incel
Can but doesn't want to get laid = celibate
Can but doesn't want to get laid with anyone, but only with partner = volcel
