Kaworu Nagisa is the Angel of Free Will - Tabris
In Neon Genesis Evangelion(May it live forever), Tabris took on the human form of Kaworu(aka Kaoru) Nagisa. He gave humans the choice of destroy him or be destroyed - The choice was given to Shinji Ikari (The First Child) while piloting Eva Unit-01.
