This is a phrase to describe people liking each other in a romantic way but however they are not sure whether the love is real or not thus , they do not date each other but they like each other and they know it. It is like friends with benefits but no sexual actions is involved. This is noticed when two people look at each other constantly and may or may not involve "stalking".

Manotick

Small farming town that was taken over by Ottawa and filled with yuppie morons that built huge houses, leased a BMW and think that their sh*t doesn't stink anymore. Much similar to the same type of people in Riverside South and New Greely. Manoticktons spend their time complaining about how expensive everything is because they are so house poor, they cant even aford clothes at Value Village or goods from Giant Tiger anymore. But yet they seem to think they are superior over the rest of Ottawa society. No businesses seem to last in the village more than 6 months either, prolly due to the local population and their idiotic ways.
