A half truth; an answer that deliberately withholds information and does not go to the spirit of a question.

Originating from City of Westminster, Colorado City Manager Brent McFall who withheld key information when pressed by citizens.

That was a McFally when Clinton said he did not have sex with Lewinsky although he did engage in sexual conduct with her.

Give me a straight answer and not a McFally.
