When someone name-drops philosophical and theoretical heavyweights in casual conversation, or babbles at length about some obscure academic idea. A form of showing off one's supposed intelligence. Associated with the pseudo-intellectual and mansplaining types.

Background
Mostly used in corporate life where ego builds consensus verses vision, knowledge, and dedication. Very common in overly funded start-ups and very large (Fortune 500) companies.

In general, a reference to whom has the biggest cock (guns) makes the rules (sets the agenda).
