Short form of "Muchacho". It's an old term used in the United States to describe douchey, over dressed Hispanic men in the Southern States. The pejorative is used to call attention to someone's ostentatiousness, and to imply that the subject is of poor character as well as taste. Often used in my Catholic high school waaaay back in the day.
