When a state police trooper puts his lights on and begins to swerve back-and-forth across all the lanes of a highway slowing traffic down to a crawl or even to a complete stop. Often happens on New Jersey highways.

1) When a bunch of blowhards and/or pseudo-intellectuals - usually self-identified women - get together for a debate but usually end up agreeing with each other's viewpoints (an often flawed, and self-serving exercise in confirmation bias) to the point of redundancy, stroking each other's egos as if they were extensions of their genitals (ergo, the mastubatory insinuation to circle-jerk). and/or asses. Basically, it's what happens when the choir preaches to itself.
In addition, the people participating in the circle-twerk will reject an outsider they perceive to be 'male', when the individual is not performing the proverbial 'twerk' dance move (i.e. not aligned with the opinion of the group)
