An aggressive, or excited attitude characterized by its loudness. The term originates from electronic communication. Sentences and words spelled with the Caps Lock button turned on --in other words, all upper-case-- is the modern written equivalent of shouting at someone. It usually signifies anger, or sometimes intense excitement.
Kelly looked at Lisa incredulously. For a moment she was speechless. "WHAT THE HELL?! HOW COME YOU CAN'T MAKE IT TO JAKE'S BIRTHDAY PARTY?!" Lisa, startled by Kelly's shouting, replied, "Why you gotta get all caps lock on me?!"

This is not a new phrase as much of the Rap culture would like us to believe. Instead it is an old phrase to shoot someone. Reference to cap is a word for powder cap used in percussion guns popular in the old west. This phrase is used in the 1969 movie titled "True Grit" with John Wayne, Glen Campbell, Dennis Hopper and Robert Duvall.

when sitting around with your friends drinking excessive amounts of alcohol and you hit that "ending point" where you stop talking anymore and have a vegatative or brain-dead stare. also happens while being drunk enough and doing a bong hit or two of some serious dank nugs and its "all over" after that. your cap has been blasted...or think of it as the top of your skull just being separated from the rest of it.
