Someone who plays by the book, regardless of the situation, especially to stand out in contrast to others who would prefer to do something differently. Sometimes he helps his friends stay out of trouble, and sometimes he’s just a buzzkill who whines a lot.
It’s almost always a derogatory term, and has nothing to do with the actual Boyscouts of America (though the image conveyed is that of a goody goody little Boy Scout using a diagram to tie knots and helping old ladies cross the street).

Meaning the same as "atta boy" or "atta girl" only without the gender specific reference. Akin to "atta boo" , but not generally used in the same sexual context. (girl: "baby i suck it for practice". boy: "atta boo")
If your dog runs across the park and shoves his snout up a hot girls summer dress then common agreement is that you gotta shout "atta scout" unless she freaks out or pouts.

A very typical drink, ordered by most middle aged men made in a small rocks glass, with heavy ice, a miniscule amount of liquor, extra mixer, and garnished with fruit and an umbrella. It is referred to as a Girl Scout Drink by real drinkers who chose to be a man and drink a Fire Marshall Special to keep their manhood alive.
James, "Why does Carmen always drink those little sissy drinks with no liquor in them."
Glen, "He doesn't have the nerve to order a Fire Marshall Special, so he goes with the Girl Scout Drink instead."

It is self explanatory slang, referencing the exchange of one word (squirrel) with another (girl) in the name of a popular scout club that, in real life, sell cookies. It is merely a play on words and how they can sound so funny together.
As we walked up to the storefront Wallace said said "Hey look! The Squrrel Scouts are here selling their cookies" to wit he exclaimed "Squirrel Scout Cookies"!
