Twitchy, hollow-eyed, strung-out wreck chasing the next fix with shaking hands and a mind eaten by dope.

The alley reeked of piss and burnt foil, and slumped in the corner was some twitchy, hollow-eyed drug fiend, scratching at his neck and muttering to himself.

Dope fiend

Or AKA "Dope Feen" slang for; someone who is addicted to a narcotic. (Drug Addict/Addiction).

For example: She’s a dope fiend because she can’t go without drugs. She puts drugs before her own priorities. So you could say “The drug is controlling her, she’s not controlling the drug”
