Vintage-punk. Something or someone who is unabashedly and often eccentricly vintage; combining older pieces of clothing with a care-free fuck-all attitude. Often seen in genuine "punk", "indie", or "no-name" aesthetics.
The clothing is often bought from bargain re-sellers, like the Salvation Army, thrift stores or antique shops. Some items can be "new", but styled in a vintage or hand-crafted way.
The use of "punk" is to denote a carefree rebel aesthetic, tossing the "rules" of fashion and period-appropriateness (e.g., wearing a petticoat and a child's tee-shirt with combat boots)
It's NOT to describe someone who would sport a "classic punk"/"punk rock" look, but rather someone who utilizes the basic core punk-ideals: DIY-ethics and individuality.
