It's tool+charismatic, with a huge hint of sarcasm. It describes when a somewhat attractive toolish person who self-denies and/or is unaware of the fact that he/she is a tool seeks attention/support through social media or/and other public platforms, and intendes to manipulate others' judgments with his/her "covert" toolishness.

X (referring to a gal X's involved with): Dude, she's throwing a rant complaining about abc again on Facebook again.
Y: Meh, such a toolismatic attention seeker. Honestly, no one gives a hoot.
