Someone from an organization who tries to get shit done will pull out the High Ranking Official card on underperforming clients in order to accomplish a task.

Mr. Jacobs but is also known as the High Ranking Official around here, as he is our go to if a carrier is dragging their feet on getting EDI files from testing into production.

When something is is totally disgusting, gross or just plain sucks! Especially smells (oh god, that was rankin!!), but it can describe anything, from taste, to how you feel, to the clothes someone dorky kid wears(those shoes are rankin, you nerd)
