i can't be sure but....

A way of telling someone something tenderly, so as not to shock them or hurt their feelings. Best used when you are absolutely sure of something and you want to "drop a bomb" on someone. Can be used jokingly or sarcastically.

I can't be sure but....I think that was my grenade that killed you bro.

Is a positive answer to a negative question

taking simply mathematical principals, two positives make a positive, two negatives makes a positive, so a negative combined with a positive leaves a negative.

so a question like, "can't you fix that computer?" requires the response, "Yes I can't" if indeed, you cannot do so, but "no, I can" if you are able to.
