An example of capping is when you go to an interview and it is clearly obvious that the person interviewing you is below you in experience, education and overall understanding of the job specifications for which they are doing the hiring for and as a result see you as a threat to their very existence and therefore do not wish to hire anyone smarter, more intelligent and/or better educated than they are and who possess more experience then they do.
