Anarchic Villain 

An anarchic villain is a villain who doesn't possess a specific goal in mind and their respective objectives are simply to cause chaos and disorder.

The Joker is an anarchic villain as he has no specific goals other than bringing forth chaos and disorder to Gotham City and Batman.

Chillin' Like a Villain 

Relaxing comfortably, stress free in an attitude of ready to party.

The "Like a villain" part of the phrase refers to how rich gangsters may choose to be enjoying some liquor, maybe some fine wine, smoking a blunt of kine bud (high quality marijuana), enjoying 'chill pills' like blue valium or xanax and most likely listening to some music just enjoying the moment.

It's in the same urban family of "just chillin'" which is kind of like

how a wine would chill...not frozen, just simply appreciating in value as time passes.

A:"Hey man, what's up? What are you getting into? (like what are you doing right now or have planned later for the evening)

B: "Oh, you know the way I do it. Not much, just Chillin' Like a Villain here at the crib.

A:"That's what's up. Aright cool. Hey, why don't you come over to the house and we'll roll up a blunt, get high and drink on some of this crown I just bought?"

B:"Sounds like a plan to me. Give me about 30 minutes and I'll be out there."

A:"Cool, see you in a few. Peace."

B:"Peace."

anti-villain 

The anti-villain is the converse of the anti-hero (i.e., an individual who pursues a noble goal, though often employs ignoble means to reach it). As such, the anti-villain pursues undeniably villanous goals, but employs arguably noble methods to achieve them. Ultimately, it's the primary motivation that differentiates the anti-hero from the anti-villain.

True anti-villains are a rare occurance in literature and film. Often anti-heroes and/or accidental villains (i.e., people who pursue noble goals with unintended harmful consequences) are mistakingly identified as anti-villains.

Detective Vic Mackey from the television series "The Shield" is a corrupt policeman who seeks to illegally enrich his own life, though does so by way of incarcerating or exposing other criminals. As such, Detective Mackey serves as an archetypical anti-villain.

A composer and/or performer of menacing riddums and soul poisoning madness. A true Villain considers nothing taboo and will penetrate the heart and mind of all mankind in an effort to enlighten or destroy.
