In NorthSide Mesa, known as the Baby Meseta Gang / Baby Mesa Gang , is a diverse neighborhood situated on the North Side of Mesa. It is known for its support and inclusion of both Brown and Black communities. The term "Meseta" is a reversed form of the word "Mestizo," which traditionally refers to a person of mixed White and Mexican heritage. However, the community has made it clear that individuals of any or mixed backgrounds are welcome.

The Hoovers have had presence on the west side of South Los Angeles since the early 1970s (then known as the Hoover Groovers). And are known for being heavily involved in both drug trafficking and pimping/prostitution along Figueroa Street which runs through the heart of their hood. HCG was formerly part of the Gangster Crip/3X before splitting from GC during the 1980s due to early feuds with 87GC and 97GC. During this time HCG was also became prolific due to being heavily involved in drug trafficking during the CIA-funded crack epidemic amidst the 1980s. For this reason they still use the "movin" arm motion gang sign that GC/3X sets use. They would eventually adopt the color orange and start referring to themselves as Hoover Criminal Gang (only 52HGC remained GC). Though their main rivals by far have always been the NHC and BC cards, as their beef with the Rollin' 40's, 50's, 60's, 70's, 90's, and 100's especially is one of the deadliest in the city and dates back to the early 1970s. Other feuds with the FHN, DLGB, MSMC, ECC, and 120RAC have also accounted for many deaths on both sides. Their culture of beefing with almost every has led to them adopting the popular phrase "EBK" aka "Everybody Killer" due to the fact that they have so few allies (BPS, IFGB, 51TGC, WS73GC, 83GC, GSWC, and a few other GC/3X sets being the only ones).

Originated around the 19200–19500 blocks of Lenore and Woodbine near West Seven Mile, with early roots in the Country House Apartments at 7 Mile & Woodbine.

They’re sometimes called “Baby Hyenas Gang” (BHG) for that reason. Most active in the Five Points neighborhood (ZIP 48219)—particularly around the 19200–19800 blocks of Five Points near West Seven Mile—their turf runs roughly from Five Points (west) to Winston (east) and Frisbee (north) to Seven Mile (south). Many members come from the Grandview Townhomes, with activity also spotted in Redford on Brady Street near the liquor store.
