Planked means when the government uses a direct energy weapon like a vircator 1200 to torture someone to death.

Bob: Billy has been hearing voices and experiencing strange phenomena like feeling burns and smelling random stuff.
John: He's getting planked. The government is planking him for being a punk. They're killing him!

The smallest possible unit of giving a fuck—an indivisible quantum of concern. Analogous to the Planck length in physics, it's the theoretical minimum amount of care one can give before it ceases to exist entirely.
